R12 : PO Output For Communication: Logo File Does Not Show Up in PDF output (Doc ID 1121811.1)

Symptoms

Using Purchasing, when attempting to display the logo in the pdf output - it is not showing.

Example of logo call in the pdf template -
<fo:external-graphic content-width="248pt" content-height="33pt" src="url('{'${OA_MEDIA}/logo.gif'}')" />

Note: the above reference is an example of a supported call to the logo.

Steps to Reproduce:
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Execute the PO Output for communication.
  - Utilizing the template which has the logo reference
3. Note the logo is not present in the pdf output created.
