Performance Issue When OE_ORDER_PUB.PROCESS_ORDER Calls Scheduling for Many Lines (Doc ID 1122048.1)

A custom request using OE_ORDER_PUB.process_order  is taking an excessive amount of time to run when greater than 100 call to this api call.

After adding time stamps to the debug lines in the code to find the area where the time is being spent The main package call 3 procedure

validate_3a7_data08-JUN-2010 13:18:24
update_shipping_date_3a708-JUN-2010 13:18:26
generate_err_report08-JUN-2010 13:50:24

With these 4 timestamps can see the following

Fifo Queue takes 29 Seconds
Validate_3a7_data takes 2 seconds
Update_Shipping_data_3a7 takes 21:59 minutes

The call to the API is monitored within the Update Shipping Procedure

Found that as continuing to call this API the times increase. The number of calls to this API could be over 1000 and we have some runs that took 40,000 seconds to process.
