Performance Issue When OE_ORDER_PUB.PROCESS_ORDER Calls Scheduling for Many Lines

A custom request using OE_ORDER_PUB.process_order is taking an excessive amount of time to run when greater than 100 call to this api call.
After adding time stamps to the debug lines in the code to find the area where the time is being spent The main package call 3 procedure

Be4 update_shipping_date_3a708-JUN-2010 13:18:26

With these 4 timestamps we see the following
Fifo Queue takes 29 Seconds
Validate_3a7_data takes 2 seconds
Update_Shipping_data_3a7 takes 21:59 minutes
The call to the API is monitored within the Update Shipping Procedure

for a total of 25 seconds for the last call.

in 6 seconds.
What we are finding is that as we continue to call this API the times increase. The number of calls to this API could be over 1000 and we have some runs that took 40,000 seconds to process.
