When attempting to end date a grade step (grade scale window),
the following error occurs.

ERROR

APP-PER-449731: You cannot end date a grade step, if you have used it as the ceiling step for your grade scale in a future record.

ADDITIONAL INFORMATION

01-APR-2009 the ceiling is 3
31-MAR-2009 the ceiling is 4 and trying to delete that step
