When a user is transacting a sales order line with a line type of 'Bill Only' and a line workflow with the line flow type of 'Bill Only', and the workflow background process runs, the Item is created in Install Base. 'Bill Only' lines (no shipment) shoulc not create an Install Base Instance.

EXPECTED BEHAVIOR

Expect that 'Bill Only' lines would not create Install Base Instances.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create and complete a 'Bill Only' or an Order with 'Bill Only' Lines for an Install Base trackable Item Number
2. Navigate to Oracle Installed Base Agent User >> Item Instance >> Item Instances >> Query by the Order Number created in Step 1
3. Observe that an Instance has been created for the Order/Line
