Autoconfig Should Not Set The Values For Profiles "IBY: HTTP Proxy", "IBY: No Proxy Domain" (Doc ID 1128213.1)

Symptoms

On : 12.1.1 version, Autoconfig Engine

In CONTEXT_FILE parameters s_proxyhost and s_proxyport are set to NULL.
But Autoconfig resets the values of profiles to:

"IBY: HTTP Proxy", "IBY: No Proxy Domain" to values "http://:" and <DOMAINNAME> respectively.

EXPECTED BEHAVIOR
-----------------------
Expect "IBY: HTTP Proxy", "IBY: No Proxy Domain" to be null

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Set values s_proxyhost and s_proxyport to null
2) Run autoconfig.
3) In profiles "IBY: HTTP Proxy", "IBY: No Proxy Domain" have non-null values.

NOTE: This behavior might generate different issues when using the application. 
Examples: 
- Getting "ORA-29262: bad URL" when running AR requests.
- Getting "Authorization failure...!E" in OM Logs (Navigation: Order Management - Order Organizer - Other tab - Actions - Process Payment)
- Unable to generate IBY Logs.
- Misleading behavior (ie. Transaction Testing from IBY UIs works, but Authorization fails from other applications such as AR, iStore, OM, etc.)
