Actual Costing Does not Cost Co-Product Lines on a Batch when the 'Plan Qty' or 'WIP Plan Qty' Fields are not Populated

Symptoms
Find that when the profile option - 'GMF: Cost allocation factor Calculation' is set to 'Dynamic', for a Batch that has two or more Products, the Ingredient costs on a Batch are ALL allocated to only the first Product Item listed on the Product tab on the Batch even though the Cost Allocation factors are available on the Batch for all of the Products.
Expectation is that the Ingredient costs should be allocated in accordance with the Cost Allocation factors that are recalculated after running the Concurrrent program - GMF Recreate Batch / Period Layers - as per Note 1097679.1.
Steps:
1. Set profile - GMF: Cost allocation factor Calculation = Dynamic
2. Create a Batch with two or more Products.
3. Complete and Close the Batch.
4. Run the concurrent request - GMF Recreate Batch / Period Layers.
5. Run the Actual Cost Process.
