Performance Issue While Applying Upgrade (RUP) Patches - Invupginv.sql Runs Very Long (Doc ID 1131215.1)

Symptoms

Performance issue while applying Patch 9265857 (RUP19), invupginv.sql  is running for more than 14hrs.
May also occur with Patch 8478486, Patch 7303033 or other RUP Patches

Steps

Apply patch and see bad performance when running invupginv.sql.
Slow SQL is:

UPDATE MTL_MATERIAL_TRANSACTIONS MMT
SET INVOICED_FLAG = NULL
WHERE MMT.ROWID BETWEEN :B2 AND :B1
AND INVOICED_FLAG = 'N' AND
(TRANSACTION_SOURCE_TYPE_ID NOT IN (2, 8, 12) OR (TRANSACTION_SOURCE_TYPE_ID IN (2, 8, 12) AND TRANSACTION_ACTION_ID NOT IN (1, 27, 21)) )
AND NOT (TRANSACTION_SOURCE_TYPE_ID = 13 AND TRANSACTION_ACTION_ID IN(9, 10, 13, 14))
