Run Mass Cancel Error APP-PO-14230: The GL date is not in an open period (Doc ID 1131265.1)

Symptoms

Mass cancel errors out saying GL date is not in an open period. However, the GL date is open.

Error: APP-PO-14230: The GL date is not in an open period

Steps To Reproduce:
  1.Create a Mass Cancellation batch.
  2.Select a date range which falls in the current open month.
  3.Select the vendor and enter the range of gl code combination.
  4.After the batch is created, go to the Run Mass Cancel screen and select
  that batch.
  5.Tab to the detail and then click on the button to run mass cancellation
