Requisition Template Not Getting Extracted To iProcurement (Doc ID 1132803.1)

Symptoms

After upgrade from 11.5.10.2 to 12.1.1, Requisition Templates are not extracted to iProcurement.  Users can see an existing shopping lists defined prior to the Release 12 upgrade.  Users cannot see new items added after upgrade, nor can they see new shopping list for new Requisition Template created after the upgrade.

Due to this issue, users cannot see items from Requisition Template in iProcurement.

Expected Behaviour
Expect that as soon as the user updates a Requisition Template it should reflect in iProcurement, since in Release 12 there is no requirement to run the Catalog Data Extractor concurrent request.  In R12 the catalog synchronization is done in real-time.

Steps to Reproduce
1. Update an existing Requisition Template line using Core Purchasing Responsibility.
2. Access iProcurement and click Shopping List tab.
3. Click dropdown for 'Select List' and observe the changes are not reflected.
