Unavailable Diagnostic Tests after Upgrade to E-Business Suite Release 12 - No Application Selected is displayed (Doc ID 1134063.1)

After upgrading E-Business Suite to release 12.1.2, diagnostic tests are not available for execution.

Path that reproduces the issue:

1. Go to Application Diagnostics Page
2. Click on Diagnose -> Click on Select Application button
3. Search AD -> Choose Applications DBA -> Click on "Select" and it shows a screen, which does not show the Application DBAs tests.

The error message usually received is:

'No Application Selected'
