No Address Information Displaying In Contracts For German Addresses (Doc ID 1137377.1)

Symptoms

Find that for some contracts with a German address in the "Bill To" or "Ship To" fields, the address is showing as blank, the location fields are still populated, but there is no address shown.  This is affecting both existing and new contracts as well as both existing and newly created Address records.

Steps to reproduce:
1. Open an existing service contract that has a German address for the Bill To or Ship To.
2. The address field is sometimes blank.

This issue was observed after applying Oracle Accounts Receivable Patch 8569100 and Patch 9464415.
