Script adformsctl.sh Fails to Start Forms Server on a Cloned EBS Instance: txkChkFormsDeployment.pl Fails when Validating FORMSAPP.EAR (Doc ID 1138306.1)

Symptoms

After a successful clone of an E-Busines Suite instance, attempting to start the Forms Server on the application tier fails as follows:
