Orders Created Using Process_order Api Are Not Priced

Symptoms
Orders created using process order API are not priced when no price list is populated.
Same order created from the Sales Orders form are created correctly and price list is defaulted.
The log file shows that price list is not picked up by the API. The following error appears:
Price was not found on price list for this item xxxxx and UOM xx
