Receipt Remittance Report Is Blank, No CC Or ACH Processing

Remittance was failing with the following error
*** glibc detected *** FNDLIBR: double free or corruption (out): 0x084a4fe0 *** ======= Backtrace: ========= /lib/libc.so.6[0x66e5a5] /lib/libc.so.6(cfree+0x59)[0x66e9e9]
In addition, within the Receivables application when trying to add credit card information to a customer, an error happens when you apply. The error is "You have encountered an unexpected error. Contact your System Administrator..."
If you click on the details link you can see it's a database error
oracle.apps.fnd.framework.OAException: oracle.jbo.DMLException: JBO-26041: Failed to post data to database during "Rollback to Savepoint": SQL Statement "null".
A recent database upgrade.
