Uploading or Updating Blanket Agreement via PDOI Functionality Continuously Erroring with 'Errors were encountered while loading updates' (Doc ID 1139755.1)

Symptoms

Using Purchasing, when attempting to upload/update BPA using PDOI, there is an error:

Error:
You cannot update this document. Errors were encountered while loading updates to this Blanket Purchase Agreement. You can clear these errors by running the concurrent program, "Purge Purchasing Open Interface Processed Data".

Replication Steps:
1. Blanket Agreement Created.
2. Import Spreadsheet was used to import lines.
3. Catalog uploaded successfully
4. Users wanted to make updates to the Catalog.
5. They used an import spreadsheet to make the changes.
  - However, they used the incorrect one which belonged to a different Supplier Blanket Agreement
6. Now, the Blanket is locked and when you try to update it, you get the following error:

You cannot update this document. Errors were encountered while loading updates to this Blanket Purchase Agreement. You can clear these errors by running the concurrent program, "Purge Purchasing Open Interface Processed Data".

7. Next, run the Purge Purchasing Open Interface Processed Data program as it says
8. Blanket is still locked and the same error appears when trying to update it - error above.

Essentially, caught in a loop.
