Price Field Can Not Be Updated In Change Order (Doc ID 1140173.1)

Symptoms

Users find that after creating a purchase order from a Non-Catalog Request, the price can not be updated. The purchase order is not received and there are no personalizations on the price field.

The expectation is that users are able to change the price on a purchase Order generated from a Non-Catalog Request.

Steps to Reproduce
1. Create a Non-Catalog Request.
2. Autocreate a purchase order and approve it.
3. Initiate a change order. The price field can not be updated.
