Record Print Status Fails When an Error is Returned by AP_PMT_CALLOUT_PKG.payments_completed

The Record Print Status Step cannot be completed for a Payment Instruction.
Click View Output for the failed Record Print Status Request, and see:
Payments cannot be marked complete because an error was returned by the callout AP_PMT_CALLOUT_PKG.payments_completed.
View the associated IBY_FD_RECORD_PRINT_STATUS concurrent request log file, and see rows:
RECORD PRINT STATUS COMPLETED IN ERRORS
Enter Mark Complete: Timestamp:29-JUN-10 04.13.20.475600000 PM -07:00
Enter Callout pkg:AP_PMT_CALLOUT_PKG.payments_completed: Timestamp:29-JUN-10 04.13.20.709732000 PM -07:00
Exit Callout pkg:AP_PMT_CALLOUT_PKG.payments_completed: Timestamp:29-JUN-10 04.13.25.056062000 PM -07:00
Due to this condition, users are unable to complete the processing of the affected Payment Instruction. The Payment Instruction is stuck, as it cannot be progressed or Terminated.
