Symptoms
On : 11.5.10.2 version, Transaction Entry
Order Import fails with the following error:
ERROR

L_MSG_DATA=ORA-20001: APP-FND-01728: An assignment does not exist for these parameters.
Cause: An attempt was made to find a sequence for this document flexfield. The profile option says Sequential Numbering is only partially used.
Action: None is necessary unless you expected this document flexfield to have a sequence defined. in Package OE_Header_Util Procedure Get_Order_Number

2. Navigate: Create item that is Internal Orderable
3. Create the Shipping Network
4. Create the Location
1. Responsibility: Order Management Super User
2. Navigate: Create an internal customer and assign the location
1. Responsibility: Purchasing
2. Navigate: Create the Internal Requisition
3. Run the 'Create Internal Orders' program
1. Responsibility: Order Management Super User
2. Navigate: Run the 'Order Import' request
3. Receive error
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Import the sales orders for ORG 473.
Note -- other orgs are able to import orders without the error.
