GLXJEENT: Enter Journals Using 'Edit Field' Throws Error FRM-40654 for Subledger Source Journals

Symptoms
After R12 upgrade, when viewing the Journal description using the "Edit Field" feature either by toolbar, "Edit, Edit Field" or using the Edit Field icon, you cannot popup the window to view the entire Journal Description.
Originally this issue was only reported for "Property Management" interfaced journals, however it has since been confirmed that this can happen for journals from any subledger source where the Journal Entry Description (JED) is customized.
