Service Notifications Showing Closed And Not Appearing On Worklist Unless All Notifications Selected (Doc ID 1143853.1)

Within the Notification Worklist we are unable to see newly created Service or Task notifications in the Open notification LOV listing. The notifications are only seen in the "All" listing, but they appear closed with the notification:

"The notification has been closed and did not require a response."

Why is this so?
