In R12
A new Grade Ladder doesn't pick up the step rates when those steps and rates
were defined in PUI.

There is a pay scale and scale rate defined and the grade has steps taken
from those progression points.
You create a new ladder, pick up the Grade and the steps come in
automatically.
But the values are 0 for all steps. The values should come from the scale
rate.
