Using Online Mode All Receipts are Stuck Pending In RCV_TRANSACTIONS_INTERFACE Table (Doc ID 1148273.1)

Symptoms

In a new implementation find it is not possible to receipt any item from a Purchase order when Profile Option RCV: Processing Mode is set to On-line.

In Immediate or Batch mode, receive and deliver transactions are successfully processed.

In rcv_transactions_interface table the records have
TRANSACTION_TYPE RECEIVE

PROCESSING_MODE_CODE ONLINE
PROCESSING_REQUEST_ID
TRANSACTION_STATUS_CODE PENDING
SHIPMENT_HEADER_ID filled

DESTINATION_TYPE_CODE    INVENTORY


Steps
1. Set profile Option RCV: Processing Mode to Online
2. Navigate to Receiving / Receipts form RCVRCERC 
3. Query the PO
4. Enter receiving information. Save
5. Navigate to Transaction Status Summary form and all receipts are pending status and no errors.
 

The Receiving Transaction Manager has been bounced as per <Note 731070.1> All Receiving Transactions Fail but problem persists.
RCVCOTRX.pld has also been recompiled

When following instructions of <Note 299497.1> to debug the issue, fnd_log_messages just shows
