APXEXPER: Expense Report Export fails with 'Accounting Date is not in open period'

-- Problem Statement:
When attempting to run Expense Report Export program,
Expense Reports are rejected with the reason "Accounting Date is not in open period".
--Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Run Expense Report Export program.
