Symptoms

On release 12, when running accounting for a payment, the following error is reported:

Error message
Error 95338 - A conversion rate is required for the conversion rate type User. Please use a conversion rate for line N



Observe that the error appears to be caused for reporting currency ledger, only due to the presence of the "Rate Type" field having value "User" on a functional currency manual payment.
