Default Reporting Country Name Is Too Long

Symptoms
When entering a new customer with a country of Venezuel, Bolivarian Republic of., we selected the Ship To Site Tax Profile and tried to enter a Tax Reporting Code.
The system provided us with the following error:
Default Reporting Country Name – Value ‘Venezuela, Bolivarian Republic of’ is too long.
Same issue happens for NLS translation in multi bytes coding like Russian.
for example country name "Russian Federation" code RU . In US instance , no issue, but when in Russian NLS instance, "Российская Федерация" gives error.
