How does iStore default the Order warehouse by standard functionality?

When creating orders from iStore after submission the warehouse is not defaulted despite the defaulting rule for warehouse (ship_from_org_id) being setup


Steps
-----
1. Setup the Defaulting Rules  in Order Management as follows:-
Application: Order Management
Entity: Order Header
Attribute: Warehouse

2. Raise an order in iStore the warehouse information does not default
