BI Publisher eText Rounding Some Values Incorrectly

Symptoms
The eText templates are producing incorrect rounded amount for some decimal amounts.
This only seems to affect some decimal amounts, not all.
The XML data file is showing the correct amount, but the output amount generated by the eText template has been reduced by 1.
For example:
1. open BI publisher desktop viewer
2. Select XML and RTF output.
3. click preview and you can see amount difference:
The amount shows as 132636.77 in the xml file, however the eText output in BI Publisher desktop viewer shows the amount as 13263676 (no decimal displayed in the viewer).
