R12.1.1 Unable To Update Jtf Notes Text In Customers Online

Information in this document applies to any platform.
Attempting to edit a note created in Customers Online Super User or Customers Online Data Librarian Super User, but system will not allow updates.
The ability to create notes exists, but no ability to modify the notes.
Steps to Reproduce:
Responsibility: Customers Online Super User Responsibility or Customers Online Data Librarian Super User
Query Organization that has a note attached > Select notes link
Not able to edit once created.
You have ability to create notes but NO ability to modify the note in OCO.
This functionality existed in 11i, but not available in Release 12.
