ICD Configuration Error "This Person Was Not Found Eligible For Any Compensation Types"

On 12.1.2 version Self Service Compensation > Individual Compensation Distribution,

When manager tries to allocate an Individual Compensation Distribution (ICD) plan to an employee he is not getting an error but when employee using Employee Self-Service responsibility logs in and navigates to the menu ICD, the following error occurs:

This person was not found eligible for any compensation types

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Go to responsibility Employee Self-Service.
2. Click on the Individual Compensation Distribution function.
