Unable to Start or Stop Apache Web Server Listener (PLSQL) after applying Patch 9535311 TXK.U (Doc ID 1157053.1)

Symptoms

On a shared ORACLE_HOME configuration, after applying "Patch:9535311-TXK AUTOCONFIG AND TEMPLATES ROLLUP PATCH U", the Apache Web Server Listener (PLSQL) may fail to start or stop.

You may see this error when trying to start it:

Apache Web Server Listener :httpd ( pid 27873 ) is running.
Apache Web Server Listener (PLSQL) is not running.

adapcctl.sh: exiting with status 1


Or if it starts, it may fail to stop:

Apache Web Server Listener :httpd ( pid 30957 ) is running.
Stopping Apache Web Server Listener (dedicated HTTP) ...
Apache Web Server Listener (PLSQL) is not running.

adapcctl.sh: exiting with status 0
