FSG: Basic Drilldown Template is Missing

Symptoms
To drilldown from FSG reports published using the "Program - Publish FSG Report" it is required to use the seeded template "FSG: Basic Drilldown Template" when publishing the FSG.
However this template is not available even after having installed the latest FSG patches.
This is also not available in the xml template manager and the file $gl/patch/115/publisher/templates/RGFSGDRL.rtf (template) does not exist.
