Why are Retain Transaction Rate type and Default rate type fields read only and may not be updated?

Steps to navigate--

1. With GL responsibility, go to Accounting Setup Manager,query the Primary ledger and click Update icon.
2. Scroll down to the Secondary ledger setup steps and click Update for "Primary to Secondary Ledger Mapping" step.
3. Under section Currency Conversion Rules, enter Default Rate Type as needed for Secondary ledger.
