Item Types with Status Deferred Are Not Picked Up By The Workflow Background Engine

Symptoms
When submitting the request 'Workflow Background Engine' with parameter 'Process Deferred' = Yes, the item types are not picked up for processing.
The output of the script 'Workflow Background Engine Data Collection Script' from <Note 781070.1> shows the DEFERRED activities.
Also in the output of the wfstatus.sql script the following can be seen (e.g. for item type REQAPPRV):
Start of Approve Requisition Process/Wait for DEFERRED #NULL.
