"Ora-06508: PL/SQL Could Not Find Program Unit Being Called In Package XXXXXX" (Doc ID 1163757.1)

Goal

How do I resolve errors like:

ORA-06508: PL/SQL: could not find program unit being called in Package XXXXX

Package Examples:

CSI_ITEM_INSTANCE_PVT Procedure COPY_ITEM_INSTANCE
CSI_ITEM_INSTANCE_PVT Procedure UPDATE_CHILD_INST_LOCATION

This error generally occurs when a patch is applied or some other change is done without bringing down the 'SFM Event Manager Queue Service',  which processes Installed Base (IB) transactions.  When the manager tries to process the new transactions, it cannot find the version of the package it is holding in cache memory and gives the error.  The package appended to the error depends on the type of transaction that is being processed.
