Manager Responds To Notification When Auditor Has Already Rejected It Error 3101: Status Row For Item 'Apexp/11189-1', Activity Id '220055' Does Not Exist.

On : 126.96.36.199 version, Expenses Entry
When a manager responds to a notification to approve an expense report, for example EXP11189, when the AP auditor has already rejected the expense report before the manager could approve it,
the following error occurs.
3101: Status row for item 'APEXP/11189-1' activity ID '220055' does not exist
Additionally, if the employee clicks on the Update expense report icon after the expense report is rejected by the auditor, they receive the following
Your expense report has encountered system errors and has not been submitted for approval.
Please provide your system administrator with the following information.
Error Name WFENG_NOT_NOTIFIED Error Number 3133 Error Message 3133: Activity
instance 'RESUBMIT_BLOCK' is not a notified activity for item 'APEXP/11188' Error Stack ECX_Purge.Purge_Items(APEXP, 11218, 20-JUL-2010)
Wf_Notification_Send(,APEXP, OIE_WITHDRAW_WARNING) Wf_Engine_CompleteActivity(APEXP, 11188, RESUBMIT_BLOCK)
AP_WEB_EXPENSE_WF.StartExpenseReportProcess(APEXP, 11188, 0, Restart the Expense Report Workflow Process)
After the errors are resolved, access your expense report for the Active Expense Reports page and resubmit it.
The issue can be reproduced at will with the following steps:
1. Employee submits expense report
2. The Audit rule is setup with Assign audit queue auditor for an expense report On expense report submission
3. Auditor rejects expense report
4. Manager opens notification to approve , clicks on Approve, receives error
5. If employee clicks on Update, also receives error
