Creating Dispute Fails With Error Sending Process Failed: Missing Party Id Or Email (Doc ID 1171013.1)

In 12.1.1:

Attempting create a dispute and receive the following error:

Symptom: Sending Process Failed: missing party id or email
Symptom: APP-IEX-240776: Please enter a dispute amount of lesser value as the sum of all disputes for the selected invoice should be less than the invoice amount.
Symptom: APP-IEX-240776: Dispute amount must be greater than 0.

Issue can happen with all the customers.
