PROBLEM STATEMENT

Customer Address Entry from HTML Quoting UI does not enforce state code to be entered in Upper Case. Rather if state code is entered in lower case, it saves the data as is in TCA tables.

With system options for tax location validation set to 'Error', if you create a new customer using customer Master Form and enter state code in lower case it gets changed to upper case.
However this is not the case when address is entered through quoting application.
