From Pick Release Doc Set Custom Pick Slip Report(Xml Publisher) Not Spawned (Doc ID 1173166.1)

Goal

I have created a custom Pick Slip report which is a XML Publisher report. I have attached the report in the Pick Release document set. Whenever I am releasing sales orders this custom report is not getting spawned whereas if the report format type is TEXT then the report is getting spawned otherwise not.
