After implementing a virtually external tier in a DMZ as per option 2.4 of <Note:380490.1> or the case history of <Note:726953.1> with two network interface cards as 380490.1 requires, you may see that the opmn.log contains the following error after starting the virtually external tier:

[ons-connect] Connection 6,<2ndHOSTNAME>.<DOMAINNAME>,<PORT> connect (Connection refused)

Users are able to use the virtually external web tier to access EBS, but the virtually external web tier is listening on the internal host's IP address.  This can be seen by using "netstat -a",  grep-ing on the external port, and seeing the internal hostname listening as in the following example:

netstat -a  |  grep <external_port>
tcp 0 0 <internal_HOSTNAME>.<DOMAIN>:<external_PORT> *:* LISTEN
