How can we prevent delivery details from partially shipping?

For example, quantity ordered is 16
Only 12 is available in inventory.
Normally the system will ship the available quantity of 12 and place the remaining quantity of 4 on a new order line, in status Backordered.

We want the entire quantity of 16 to be shipped, or nothing should be shipped.
