Service Provider Allocation Selects the Cheapest Carrier Although The Other Carrier has 100% Commitment.

Service Provider Commitment Allocation shows discrepancy where the (Total Planned Count) on a Commitment Allocation Usage was set to 11. This Allocation had one Service Provider (at 100%) that had a (Planned Count) of 18.
Because of this the percentage allocation was over 100, causing new shipments to ignore the allocation and goes to the cheapest carrier.
The issue can be reproduced at will with the following steps:
1- Create an order.
2- Create two Service Providers.
3- Create two rates.
R1 (Service Provider: SP1) > 100 USD
R2 (Service Provider: SP2) > 200 USD
4- Create an itinerary.
5- Create an Allocation Rule (AR).
SP2 > 100%
6 - Plan Shipments with Carrier Commitment planning parameter = TRUE.
7- Found that the shipment created with SP1 which is the cheaper and not respecting the Allocation Rule.
