R12.1.1 MOAC Responsibility Not Showing Correct $PROFILES$.ORG_ID (Doc ID 1176890.1)

On: 12.1.1 version, Basic SysAdmin functions, maintenance, Report viewer,
the $PROFILES$.ORG_ID is not showing correct value at responsibility level.

Expect to show the correct org_id at responsibility level.

The issue can be reproduced at will with the following steps:
The following steps uses the SYSADMIN user with the System Administrator Responsibility:
1. After successfully logging into EBS, set responsibility-level values (for
the System Administrator Responsibility) for the following, using the
a. MO: Security Profile
b. MO: Default Operating Unit
c. MO: Operating Unit
2. Note the numerical value of the profiles, i.e. Help > Diagnostics >
Examine... while in the FNDPOMPV form and get the RESP_PROFILE_VALUE for each
3. Log out of EBS and log back in as SYSADMIN user with the System
Administrator Responsibility.
4. Launch an EBS form.
5. Check the value of $PROFILES$.ORG_ID using Help > Diagnostics > Examine...

The issue has the following business impact:
Due to this issue, users cannot get correct org_id through $PROFILES$.ORG_ID
