Problem With OPP Where Getting XML Output Instead of PDF

Symptoms
When printing XML Publisher report sometimes we get XML output instead of PDF.
That problem is caused by multiple records in FND_CONC_REQ_OUTPUTS table for
the same request_id, deleting these additional records makes the output viewable as PDF.
Setting
Concurrent -> Managers -> Define -> Output Post Processor -> Workshift Processes
from 10 to 1 and
Parameters from
oracle.apps.fnd.cp.opp.OPPServiceThread:2:0:max_threads=5
to
oracle.apps.fnd.cp.opp.OPPServiceThread:2:0:max_threads=1
seems to make all reports to be fine
