Symptoms

The APWUPDM "Expenses Upload Rates" concurrent program fails with the error AK_INVALID_FILE_OPERATION.

Steps to Recreate
----------------------
As iExpense Administration, navigate to iExpense Setup
Select Requests tab
Specify the OCONUS rates file
Click Upload.
The concurrent request ends with an error.

Expected Behavior
----------------------
The rates should be updated and concurrent request complete without error.
