Invoice Activity failing ORA-01403: no data found ORA-06512: at "APPS.OE_INVOICE_PUB"

On : 12.0.6 version, Finance & Accounting
Invoice Interface activity , intermittently , fails with
ORA-01403: no data found ORA-06512: at "APPS.OE_INVOICE_PUB", line 1156 ORA-01403: no data found in Package OE_Invoice_PUB Procedure Interface_Single_line
and the Line remains stuck at Fulfilled status.
However Retry Activities in Error retries the failing Invoice Interface activity successfully.
The issue is not reproducible at will
