Prospective Supplier Registration Page Does Not Default To Foreign Language (Doc ID 1187143.1)

Users find that the language can not be changed easily from Preferences while doing the Prospective Supplier registration when multiple languages are installed.

Currently, users needs to go to log in page and go back to the registration page after changing the language.  Due to this issue, supplier cannot change the language easily.

Steps to Reproduce:
1. Enable the prospective supplier registration page.
2. Supplier attempts to register.
3. Click Preferences and find there is no option to change the language.
