Querying Claims in Mass settlements, Unable to See Claims for All Owners

Symptoms
User is not able to view other user's mass settlement GRP claims in Mass Settlement in the following case. User is not part of AMS Admin Group and Profile OZF : Claim Access Security set as "Full Access - View and Update"
When querying Claims in Mass settlements, unable to see Claims for all Owners.
Steps to Reproduce
- Responsibility: Trade Management User
- Navigation: Claims > Mass Settlement
- Create > enter Customer
- Click on Search
- Create a view for claims and click on save and apply
- Create a view for transactions and click on save and apply
- Click on 'Go' with out creating a personalized view for claims
- Click on 'Go' with out creating a personalized view for transactions
- No open claims / transactions are listed for mass settlement
