12.1.2 RUP Patch 7303033 Fails On CSRRSREG.Sql With 'ORA-01658: unable to create INITIAL extent' (Doc ID 1190144.1)

Symptoms


When attempting to apply <patch 7303033> to upgrade from 12.1.1. to 12.1.2 the following error occurs while adpatch is running csrrsreg.sql

ERROR

Grant succeeded.

Reconnecting to APPS so that the new Role comes into effect.
Connected.
Creating the XML Schema Directory
CSR Product Top is /oracle/PROD/apps/apps_st/appl/csr/12.0.0

PL/SQL procedure successfully completed.

Registing Rules XML Schema Document
Registering Scheduler Rules XML Schema failed with an error ORA-31084: error while creating table "APPS"."spWtpThreshold4937_TAB" for element "spWtpThreshold"
ORA-01658: unable to create INITIAL
extent for segment in tablespace APPS_TS_TX_DATA

PL/SQL procedure successfully completed.

Connecting to CSR Schema
Connected.
Checking for Rules Schema
Table CSR_RULES_B doesnt exist. Creating it
