Unable To Perform Automatic Reservations At Sales Order Entry

On : 12.1.2 version, Scheduling and Sourcing
Find the following behavior:
Performed following settings to enable Automatic reservation at order entry:
OM System parameter -> Reservation Time Fence = 30 Days
Order Type -> Scheduling Level - Allow all scheduling Actions
Order Type -> Autoschedule - Yes
Profile -> OM: Autoschedule - Yes
Defined an item which is ATP enabled -> Material Only.
Ensured sufficient onhand is available and is reservable.
Created sales order with above defined item.
Expectation is to have Oracle perform automatic reservation as soon as order line is saved:
Scheduled Ship date = Request date = system date.
Hence these dates fall within reservation time fence window of 30 days.
Expect to be able to auto reserve the order line, but that is not happening.
The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Navigation: Orders,Returns>Sales order
3. Enter order and expect to have the order auto reserve
