Whiling upgrading from 11.5.9 to 12.1.1 script CSTDACR.SQL failing with errors:-

ERROR
ORA-06501: PL/SQL: program error
ORA-06512: at "APPS.FND_PROGRAM", line 1786
ORA-01403: no data found
ORA-06512: at line 29
